AirCare Changes Effective January 1, 2004

Vancouver BC – Lower Fraser Valley motorists will see their AirCare inspection fee reduced by $1.00 effective January 1, 2004. The fee reduction is part of a plan to reduce the current AirCare net revenue. Legislation requires AirCare to recover the full cost of the program without generating a profit. However, due to a higher-than-expected number of vehicle tests the program is currently operating with a surplus. An increase in inspection volumes is due to a number of factors including a rise in new vehicle sales and motorists making repeated attempts to pass without effective repairs.
In addition to the $1.00 decrease for all vehicle tests, the Board approved an additional model year exemption. Beginning on January 1, 2004 all 2002 and newer model year vehicles will not require an AirCare inspection until they are three model years old.
This results in:
- 2002 model year vehicles not requiring a test until its first re-licensing in 2005
- 2003 model year vehicles not requiring a test until its first re-licensing in 2006
The Greater Vancouver Transportation Authority (TransLink) Board, voted to accept the recommendations at a regularly scheduled Board meeting held on October 29, 2003.
