New AirCare Fee Structure

Vancouver BC – Lower Fraser Valley motorists saw their AirCare inspection fee reduced by $1.00 on January 1, 2004. This fee reduction is part of a plan to reduce the current AirCare net revenue. Legislation requires AirCare to recover the full cost of the program without generating a profit. However, due to a higher-than-expected number of vehicle tests the program had been operating with an unexpected surplus. The increase in inspection volumes was due to a number of factors including a rise in new vehicle sales and motorists making repeated attempts to pass without effective repairs.

In addition to the $1.00 decrease for all vehicle tests, the TransLink Board approved an additional model year exemption, which took effect on January 1, 2004. As a result, 2002 and newer model year vehicles will not require an AirCare inspection until they are three model years old.

The Greater Vancouver Transportation Authority (TransLink) Board, voted to accept the recommendations at a regularly scheduled Board meeting held on October 29, 2003.
